Alabama State University, Business & Finance, Payroll Department invites applications to the fill the Assistant Payroll Director position.
The Assistant Payroll Director is responsible for assisting the Payroll Director with processing three timely payrolls (monthly, biweekly, and students biweekly).
The Assistant Payroll will process payroll in the absence of the Payroll Director.
The Assistant Payroll Director is responsible for ensuring accurate and timely processing and reconciliation of the entire University payroll.
The Assistant Payroll Director uses an understanding PeopleSoft payroll system to pay employees in compliance with federal and state laws and regulations, such as the Internal Revenue Service (IRS) rules and regulations and the Fair Labor Standards Act (FLSA).
The Assistant Payroll Director assures proper processing of Federal & State taxes, fridge benefits, Travel (Per diem), disposition of withholdings, such as taxes (941), NR Adjunct for multiple states (AL, MS, NC,UT, GA, LA) deductions for benefits, charitable contributions, retirement contributions, garnishments, etc.
The Assistant Payroll Director works closely with the Office of Human Resources, Student Employment, and other University departments as well as numerous court systems, retirement offices, Internal Revenue Service, and others receiving the proceeds from payroll deductions.
Duties and Responsibilities: Ensures proper payment of wages and salaries by supervising the preparation of three payrolls, assuring that the PeopleSoft payroll system is correctly processing salaries and reported hours worked, correctly utilizing paid leave and holiday pay, correctly accruing sick, vacation, and compensatory time, vacation paid outs, and computing overtimeAssures that PeopleSoft payroll system is working as expected and in compliance with federal and state laws, rules, and regulations by establishing controls, monitoring results, collaborating with Human Resources and the IT department to test, modify and adapt programming, processing methods, and reporting in response to changes in regulations, withholding rates, reporting needs, etc.
Researches and interprets government regulations affecting payroll procedures.
Leads and oversees payroll tax and accounting functions and processes including all tax requirements and reporting (e.
g.
, W2, W2C, 1042S, etc.
) obligations Generates payroll register of each payroll showing each payee, hours worked for exempt and nonexempt employees, wages paid, associated withholdings for retirement, benefits, and other contributions, and taxes withheld, supervises the maintenance of payroll records and accounts, and prepares payroll in a timely mannerMonitors control procedures related to the preparation and disbursement of direct deposits and positive pay of payroll checksDetermines payroll liabilities by approving the calculation of employee deductions including AFLAC, and garnishmentsRespond to all payroll audit requests for Internal (ASU), Department of Education, IRS, State, Department of Labor, and Private Audit FirmsFacilitates employee participation in various voluntary payroll deduction options by processing voluntary deduction forms, which includes verifying employee eligibility and checking the accuracy of completed forms; and by ensuring the authorized deductions are made from employee paychecks and disbursed to the proper agencies and/or companies designated by the employeeDevelop a competent and efficient Payroll Office staff by supervising Payroll Assistant and two Payroll Specialists, assigning and monitoring their tasks, and preparing employee performance evaluationsRemains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses as required by the Chief Financial OfficerFacilitates a work environment that encourages knowledge of, respect for, and development of skillsContributes to the overall success of the Office of Business and FinancePerform other duties as assigned SUPPLEMENTAL INFORMATION EEOC STATEMENT: It is the policy of Alabama State University to provide equal employment opportunities without regard to race, color, religion, sex, national origin, age, disability, marital status, veteran status, sexual orientation, genetic information or any other protected characteristic under applicable law.
